An abuser is the simplest form of offense. An abuser somebody who holds you against your will, somebody in your home can be a n abuser, a pickpocket can be and so on. The server analyses each situation constantly and when it finds that one character is possibly abusing another character, he flags the abusing character internally. However this has no influence yet. All that this does is that you see the text (Abuser) behind the characters name on your graphics screen. It is up to you to declare the situation an abusive situation by selecting that character, then bringing up your Justice Tab and click on Declare Abuser.
The reason for a two stage system is, that we can very well detect possible abusive situations, but often the two characters are in consent. For example every character in your house is a potential abuser, because he might be just hanging out in your house although you have asked him to leave. The system however can not determine that. That's why it offers the potential victim the abuser situation, since the situation has been verified as abusive, but leaves the last call up to the victim. The player can then decide whether it's abuse or not and if he declares it abusive, the abusing character is marked as abuser.
When that happens, the abusing character begins to "flash red" which means a red box appears around his name in the graphic screen. This is a visible sign for everybody that this character has done something wrong to another character and that it is therefore acceptable, to force him to stop. Force him means basically to attack him and either drive him away or KO him. You must not permakill him! If you attack a flashing character or even KO him, nothing will happen to you. You will not start to flash since the flashing character will not be given the chance to declare anybody else an abuser, nor will an assault or rape crime be created against you when you KO him or rape him. There will however a murder crime be created if you permakill him.
A flashing character is often the sign for everybody to gang on him and that is perfectly ok. A flashing character usually has done something wrong to somebody. It is possible however that the character was deliberately lured into a situation where the second character could declare him an abuser, for example a character in a house or a bar that was declared abuser without reason.
While this is an evil thing to do it is not against the rules!
You must learn what is ok to do and what not and if you do something that's not ok with the victim's consent, make sure you can trust the possible victim. If you end up flashing and you think that there was no good reason for the other character, harm him yourself! If nobody is around, kick his butt, if it's a bar owner, start a campaign in player run newspapers and try to warn people not to go to this bar, harm his business or do whatever comes up in your mind. It may be illegal and considered a crime but that's up to you. It is role-play and is therefore not restricted by us in any way.
A character stops blinking after 5 minutes unless the character is in a fight or was breaking into a house and was declared abuser by a burglar alarm device. In this case, the 5 minute start when the fight stops or the character leaves the house.
When a character starts flashing in a guard patrol room, an NPC guard will appear after a while. Those guards attack everybody who flashes without asking. When a character starts blinking in a house, an NPC guard will appear outside the house after a while and the character might run into him when leaving the house.
