Characters can do pretty much anything in Sociolotron. However many of the things they can do are considered crimes in many societies and also in Sociolotron. Rather than preventing those actions with game mechanics, we give the players the means to pursue and punish the characters who committed the crimes in game. This is one of the main critic points by outsiders who take a quick look at Sociolotron and then complain that "you can rape people" and who don't take the time to research Sociolotron deeper. However, we don't care about that kind.
There are several stages of offenses that are handled by the justice system, there are mere abusers who do something so small that it's hardly worth a trial, there are severe crimes that require a trial, there is the pursuit of the fugitive criminal and there is punishment in a confined area. However, there is also the chance that a criminal breaks free. All of that is covered in this chapter.
In a district with no judge or prosecutor the justice system does not work. Automatic sentencing takes place only if a judge is elected but he does not fullfill his duty. Turning investigated crime files into a district with no judge or prosecutor is pointless as they will not be processed.
Please keep in mind that the crimes listed in this chapter are valid game actions. Just because a character kills you or rapes you is no reason to call "Griefer" since there are ways for you to get even in game. A player harassing you outside the game, somebody stalking you in game and abusing bugs and the like however is a griefer and you should report him.
