The Home District is the London District where your character is registered as a voter. Only in this district can he vote or be elected. You can see your character's home district when you go to a terminal and click on the Election Tab.
In order to set your home district, go into a house that you own or where you have a rental contract, go to a terminal, select the Election Tab and chose Set Home District, do not use the terminals in the Underground railway stations as they are not considered part of the district to which you want to transfer to.
If you are an officeholder in a district and want to change your homedistrict, you must resign from that office, wait for an election cycle to complete, and then follow the above steps to change your home district. Do not submit your name as a candidate for any position until the change in district has occured. Please note that a guard is considered to be a government position as well.
This will change your home district, but only after the current election phase is over. This is to prevent voters or candidates to change district in the middle of an election. Once the new officials have taken their office, your stored home district change request is performed automatically. Come back to any terminal to check whether your home district change has already been performed or not.
