The government is as institution that is elected every months by the players of Sociolotron. It has nothing to do with the people running the game, nor with counselors or game masters.
Please understand the above. There have always been misunderstandings, for example characters being attacked by a government member and the victim's player then complaining why his character was attacked by staff members. Government members are not staff members and have nothing to do with Sociolotronics !
That said, what does the government do? There are basically two groups of government offices, those that are district depended and the Primeminister who represents all of London. the more important offices are the district ones, which are judge, prosecutor and juror. The judge can also create a number of PC guards who have police rights in his district and who can help i the arrest of criminal characters. The PM is more a ceremonial position but he also has some influence.
In a district with no judge or prosecutor the justice system does not work. Automatic sentencing takes place only if a judge is elected but he does not fullfill his duty. Turning investigated crime files into a district with no judge or prosecutor is pointless as they will not be processed.
In order to become elected you must have certain oratory skills for each office. Also, it helps to be well known in your district and have a group of supporters.
Beware that the Prime Minister, Judges and Prosecutors loose their office and are replaced by the next one on the election list, if they don't log in for 4 days! Don't become an official if you can't invest the time to log in every day and do your duty, or you will be replaced.
